You must first date someone before you can get married. While other contacts can be met and added to your contact list by organising a party in the luxury hotel in Vegas, potential date partners can also be found at the Karaoke Bar in Queens. You can add characters to your contact list while the party is still going on by interacting with the guests. Selecting those people from your contact list will allow you to date them later.

The wedding ring icon is located close to your progress bar and indicates that you must fill it three times to become engaged to your partner. A fourth fill will result in a proposal. Following that, you must wait 24 hours before entering the Vegas Hotel's Wedding Chapel for the ceremony.

You must be at least level 15 and in the section of the main story where getting married becomes an option (the "Ready for your big day?" story needs to be unlocked) before you can get married.
